Situation

Intercity high speed rail system, serving over 3 million passengers annually operating
retail, restaurants and lounges at six stations, and meal service in two classes of service
onboard. Organization has a persistent challenge with procurement and inventory management
across their highly dynamic and dispersed network of operating units.

Task

One week to interrogate the current operation including interviews with stakeholders from
senior leadership to line level, a review of existing procedures, inspection of physical spaces,
and examination of available resources from purchasing to P&L. Provide immediate action plan
with existing resources and identify future opportunities requiring investment with an estimated
return.

Action

This assessment identified the organization had a disconnection of information and
decision making, discontinuity of process ownership, and an overreliance on individuals in place
of well understood processes throughout the product life cycle.

Based on this assessment, Signal provided specific recommendations for process improvement,
organizational restructuring, and improved cost accounting leveraging existing human and
capital resources, as well as long term investment opportunities with a six figure ROI opportunity

Result

Partnering with internal project leaders, Signal implemented a change management
process to ensure implemented solutions met the needs of all disciplines involved, and that
initial adoption would be strong. All immediate recommendations were successfully adopted,
with future planning for additional recommendations underway.
